Ian Anderson

President

Ian S. Anderson is founder and President of Temple Scott Associates (TSA).

Ian’s projects include internationally-recognized strategies and issues management counsel for major companies, associations, governments and NGOs.

Ian was named to the Queen’s Honours List for 2008 and inducted into the Royal Victorian Order by Her Majesty Queen Elizabeth II at Buckingham Palace in June 2008. He was awarded the Queen’s Jubilee Medal in 2012 by Governor General David Johnston for services to Canada.

Ian’s recent projects include designing and managing the Governor General’s Canadian Leadership Conferences from 2004 to 2018. He is currently leading an initiative to bring 300 emerging leaders from 40 or more Commonwealth nations to Canada for a major development program in 2022.

Prior to consulting, Ian worked in senior positions in the Government of Canada and the national media. From 1985 to 1987, Ian served the Prime Minister of Canada as Deputy Principal Secretary and, from 1983 to 1985, as Director of Communications.

Ian worked as a journalist and commentator for several national and international media organizations, reporting for Reuters, the Montreal Gazette and Maclean’s newsweekly. During his journalism career, he was a frequent public affairs commentator on radio and television and won the National Business Writing Award.

In 1998, he managed The Duke of Edinburgh’s Eighth Commonwealth Study Conference, which brought young leaders from business, government and labour in 23 countries to Canada for a 14-day development program. He co-wrote a book about the Duke of Edinburgh and the history of the Conferences that was launched at Buckingham Palace in 2007.

He is former Board Chair of the Traffic Injury Research Foundation, a director of Red Sky Performance (Canada’s preeminent Aboriginal dance and theatre company), and co-founded organic food producer Yorkshire Valley Farms. He and his family divide their time between Toronto and their 250-acre organic farm near Port Hope, Ontario.

Don Moors

Principal

Don Moors leads TSA’s national government relations practice.

A lawyer with over 20 years of experience as a government relations professional, Don is regularly recognized as one of Canada’s top lobbyists by The Hill Times, Canada’s only weekly publication dedicated to political affairs.

Don has developed and implemented successful government relations programs for some of the world’s best known companies including Salesforce, Mastercard, Emirates Airline and Vanguard. He also has extensive experience working with business and professional associations. His policy and regulatory expertise extends to financial services, taxation, transportation, health care and food and product law.

Don advises clients on House of Commons and Senate Rules and Procedure as well as federal and provincial lobbying legislation and crisis communications.

Don regularly provides seminars for corporate executives on lobbying and advocacy, including training for Parliamentary Committee appearances.

Don holds a degree in Law and a Master of Arts in Economics from Queen’s University.

Duncan Rayner

Vice President

Duncan Rayner provides government and public relations counsel to a wide range of domestic and international clients, including Fortune 500 companies, start-ups, industry associations, charities and not-for-profit organizations, and public entities.

Duncan’s clients value his ability to read the political scene, provide early warning of potential problems and opportunities, and offer solutions to work constructively with Governments at all levels.

Duncan joined TSA after several years in the political sector, serving as a Senior Advisor to former Progressive Conservative (PC) Leader Peter MacKay and as Director of Operations for the Progressive Conservative Party of Canada. Duncan played a central role in drafting the agreement that led to the unification of Canada’s Conservative Parties.

Responsible for national organization and mobilization with the Conservatives, Duncan also served as in-house convention planner and advised on all internal and external communications, always in a high-risk, high-profile environment with no room for error.

These skills have been transferred to Duncan’s work with TSA, helping clients build relationships with external stakeholders and the media to further their government relations and public affairs goals.

Duncan is an exceptional writer and holds a B.A. from Bishop’s University and an M.A. from Dalhousie University. He is frequently invited to speak on government relations to conferences across North America.

Duncan is a native of St. George, New Brunswick.

Scott Munnoch

SENIOR COUNSEL

Scott Munnoch brings to TSA’s clients his unique experience at the highest levels of government, event management and communications.

Starting his career in corporate public affairs, Scott transitioned into government and worked closely with many Canadian leaders, both federally and provincially. Scott served as Executive Assistant to the Minister of Foreign Affairs, Tour Director for the Prime Minister of Canada and a Senior Advisor to the Premier of Ontario.

Scott’s deep knowledge of Government and political processes, and his extensive network across Canada, have served client interests at the federal, provincial and municipal levels.

Scott also plays a lead role in TSA event management, where his experience includes senior organizing positions with international summits and tours, including the G-7. In 1997, Scott was named a Member of the Royal Victorian Order (M.V.O.) by Her Majesty Queen Elizabeth II for his work on the Royal Tours to Canada.

Scott is well known for getting the job done under any circumstances. He is a team player with a proven track record.

Scott is a graduate of both Queen’s University and the University of Windsor where he also played varsity football.

He served as President of the Albany Club of Toronto from 2014-2016.

Brian Klunder

Senior Counsel

Brian Klunder serves as Senior Counsel and provides expert advice to clients across a broad spectrum of federal and provincial policy areas – including public infrastructure investment, financial services, transportation, innovation and culture.

At TSA, Brian has led a number of perception audits to assess how clients and their priorities are perceived by government decision makers and then developed strategies to best align client needs with government objectives.

Brian has over 25 years experience working at senior levels of government, as a government relations practitioner, and with Canada’s largest pension fund manager.

During the Chrétien and Martin governments, Brian served as a Senior Advisor to the Deputy Prime Minister, Minister of Finance, Minister of Transport, and the Minister of Health.

He subsequently served as senior public affairs consultant for a global public affairs firm. In this role, he provided strategic advice on issues related to infrastructure investment, financial services, agriculture and food, and Canada’s extractive industries. During this time Brian was named by the Hill Times as one of Canada’s Top 100 Lobbyists.

Before joining TSA, Brian served as Director of Public Affairs for CPP Investments. In this role Brian managed and developed advocacy strategies on behalf of Canada’s largest pension fund manager for its interactions with federal and provincial governments as well as priority stakeholders across Canada.

Brian holds an honours Bachelor of Arts degree in Political Science from the University of Windsor.

Kevin MacAdam

Senior Counsel

Kevin MacAdam joined TSA in 2014 and brings to the firm 20 years of experience in high profile positions in Provincial and Federal Governments.

Kevin was a distinguished Provincial Cabinet Minister in Prince Edward Island from 1996 until 2006, serving in a number of departments including Agriculture, Fisheries, Environment, Tourism, Forestry and Aquaculture. When first appointed to Cabinet, Kevin was the youngest Cabinet Minister in PEI’s history. During his time in Cabinet, Kevin’s many achievements included successfully negotiating various federal-provincial-territorial agreements; implementing critical reforms for natural resource industries; introducing various strategies to promote and grow the Province’s tourism industry; and enacting environmental protection legislation and a province-wide waste management program. Kevin also led a range of international trade missions to promote PEI.

In 2006, Kevin moved to Ottawa and spent five years serving as Senior Policy Advisor and Deputy Chief of Staff to various Ministers responsible for the Atlantic Canada Opportunities Agency (ACOA), Foreign Affairs, National Defense, and Canadian Revenue Agency, where he advised on files that were of strategic importance for the Atlantic region, as well as national and international files. Kevin acted as the Minister’s point person for all stakeholders in the Atlantic region, including Premiers’ offices, municipalities and businesses. He was responsible for working with both national and international companies in the area of military procurement and the Industrial Regional Benefits Program (IRBs). In addition. Kevin served as the lead for successive Ministers in developing the Atlantic Energy Accord, resulting in the key agreement between the Federal Government and the governments of Nova Scotia and Newfoundland providing a $6.3 billion dollar loan guarantee to develop Lower Churchill Falls and link the provinces via an undersea cable.

In 2011, Kevin was named Director General, PEI, for ACOA, where he was responsible for the management and delivery of the Business Development Fund, the Atlantic Innovation Fund, the Innovative Community Fund, the Community Infrastructure Improvement Fund and the Building Canada Fund. Kevin also was responsible for maintaining relationships with the PEI and Atlantic Canada business community and identifying opportunities for ACOA to support economic development.

Kristina Proulx

Senior Consultant

Kristina Proulx is a Senior Consultant with TSA’s strategic government relations team, working with a range of corporate, not-for-profit and business association clients on policy and advocacy matters. From her background inside government and as senior researcher for TSA, she has a strong understanding of the legislative and political landscape, and a key grasp of the stakeholders involved in the political process.

Kristina previously worked as an Analyst at the Department of Global Affairs Canada, where she supported the United Nations division with the preparation of briefing materials, speaking notes, and the visits of the heads of the UNDP, UNFPA, UN-Women and UNICEF. Prior to working in the federal government, she worked as a Research Assistant at the University of Ottawa’s Globalization and Health Equity Research Unit. She has an in-depth knowledge and personal interest in international development and public health.

Passionate about strategic communications and writing, she has a number of publications under her name, and assists our clients in their written materials, communications, and social media engagement.

Kristina has a Bachelor of Social Sciences in International Development and Globalization and a Master of Arts from the Graduate School of Public and International Affairs, both from the University of Ottawa.

Joshua Matthewman

Senior CoNSULTANT

Joshua provides government relations and strategic communications services to a range of Canadian and global companies, trade associations, charities, and a municipal government leadership team.

Joshua leverages nearly 10 years of combined experience at TSA and in Federal policymaking, politics, and public service to inform his strategic counsel to clients. He is an exceptional writer; having authored many public-facing documents and public remarks for executives and political leaders as well as successful funding applications and regulatory submissions for many of TSA’s corporate and charitable clients.

Joshua has held senior leadership roles on several Liberal Party and municipal political campaigns, including as a Campaign Manager during Federal Election 2019 and Ottawa Election 2018. Drawing on that work, Joshua gives clients impactful and current insights into the political climate.

Joshua previously worked as a Policy Analyst for the CDA Institute (a Canadian national defence thinktank), where he provided communications support to the Executive Director, contributed to the Institute’s publications, and helped manage major conferences. Before that, Joshua was a Program Officer at the Canada Border Services Agency, National Security Screening Division, where he briefed divisional senior executives on domestic and international security and refugee developments.

Joshua studied in the Advance Placement program at Western University, holds an Honours Bachelor of Social Science – Specialization in Criminology (with highest honours and a bilingual designation) from the University of Ottawa, and completed graduate studies in Public and International Affairs at the University of Ottawa and the Hebrew University of Jerusalem.

Joshua was a University of Ottawa varsity cross country and track runner, and currently competes in amateur road racing and triathlons.

Caitlin Drouillard

Senior Consultant

Caitlin is a bilingual Senior Consultant with TSA’s strategic government relations team in Ottawa. She provides government relations counsel, legislative monitoring, strategic communications and event management services to clients across multiple sectors.

Caitlin is a strategic problem-solver and strong communicator who understands how to align government relations programs with client objectives. Her strong command of the political landscape at both the federal and provincial (Quebec, Ontario) levels, gives her an enhanced capacity to guide client strategies during the current minority federal parliament.

Prior to joining TSA, Caitlin worked at the International Joint Commission, in the Public Affairs Division, and with another government relations firm.

Caitlin has a Master degree in Political Science from the University of Windsor and has taught undergraduate courses in Canadian politics and international relations.

Ryan Singh

Senior Consultant

Ryan Singh is a Senior Consultant with TSA’s strategic government relations team. He provides government and public relations counsel to a wide range of high-profile domestic and international clients, focusing on the Federal, Ontario and Toronto governments.

Ryan’s experience includes over ten years’ working in federal and provincial politics. He has a particular expertise in specialized advocacy campaigns, and developing dynamic and targeted messaging to capture audiences in a rapidly changing media environment.

Prior to joining TSA, Ryan had an extensive career in the Ontario government. Serving as executive assistant to the Chief Government Whip. He helped coordinate the government’s legislative priorities while working directly with Members of the Government Caucus as well with as the Opposition parties during a Minority Government.

At the community level, Ryan’s passion for local politics has led him to be a trusted campaign manager. He has been involved with campaigns on the municipal, provincial and federal levels, including managing campaigns in the last three provincial elections and recent municipal election in Toronto.

Ryan holds a BA in Political Science from York University’s Glendon Campus. Raised in Scarborough, he’s a proud resident of Toronto.

Ujwal Ganguly

Research Analyst

Ujwal is TSA’s Research Analyst and Office Administrator based in Toronto. He works closely with TSA’s strategic government relations team.

Ujwal provides a wide range of services to TSA clients including preparing backgrounders and meeting notes, operational assistance for lobby days and events, tracking media and online information services, and following press conferences and parliamentary events.

Prior to TSA, Ujwal was a political assistant to the Minister of Energy in Ontario. During this time he worked closely with all levels of government, media and private stakeholders.

Ujwal has an Honours Bachelor of Arts in International Relations from University of Toronto.

Vicky Sedhya Maurice-Sevigny

Researcher

Vicky provides research support to TSA consultants and clients including monitoring federal and provincial legislation and proceedings, preparing summaries and reports, monitoring media, reviewing policy announcements and government reports, and assisting with the preparation and publication of policy papers and research support documents.

Vicky is bilingual and has a strong background in Parliamentary research and procedures. Prior to joining TSA, Vicky worked as a Special Assistant for the Independent Senators Group (ISG) Secretariat, in the Senate of Canada, and provided support to all ISG Senators and ISG Staff.

Vicky holds a Bachelor of Arts in Political Science and Theology from Concordia University in Montreal and a Masters degree in Political Management from Carleton University in Ottawa.

Sandra Cullen

Director of Administration

Sandra joined TSA in the 1990s to handle general office administration for the growing company. Her role has evolved and working closely with the Principals, Sandra’s duties include general accounting, contracting, budget tracking, payables/receivables and invoicing. Sandra also manages the smooth operations of the office requirements and provides required support to TSA Consultants.

TSA managed the 2004, 2008 and 2012, 2015 and 2017 Governor General’s Canadian Leadership Conferences, including all financial requirements. Sandra was responsible to the Executive Director for the integrity of a $3.1 million operating budget which was audited annually. She also administered contracts with a wide range of conference suppliers across Canada and oversaw the Conference’s trust fund.

TSA coordinated the Canadian Science Policy Centre 2019 Conference, Sandra managed approximately 1,000 registrations and related revenue of $370,000. Statistical reports were provided to CSPC’s CEO and President on a weekly basis outlining type of registrations and overview of funds received.
